Practical Tools and Strategies: From Theory to Practice

Welcome back to my series. This blog post explores practical tools and strategies to enhance library services for individuals experiencing homelessness. Integrating these into daily library operations is key to fostering a welcoming and inclusive environment for every member of the community.

​Policy Adaptations for Inclusivity

  • Flexible Identification Requirements: Modify library card registration policies to accommodate patrons without a permanent address or traditional forms of ID.
  • Adjustment of Library Fines: Consider revising fine policies, offering amnesty periods, or implementing a sliding scale based on patrons' ability to pay.
  • Extended Operating Hours: Adjust library hours to provide access to those who need services outside of current operating hours. Libraries are one of the few places left in society where you can exist without paying. Consider the hours of other public spaces in your community when setting library hours.

​Creating Safe and Respectful Spaces

  • Designated Quiet Zones: Establish or otherwise ensure there are areas in the library specifically designed for quiet reflection or relaxation. This is particularly beneficial for patrons who might be overwhelmed by sensory input.
  • Secure Storage Solutions: Provide lockers or secure spaces where patrons can safely store their belongings during their library visit. This is particularly beneficial for patrons experiencing homelessness who might carry all their belongings with them. 
  • Clear Signage: Use clear, straightforward signage throughout the library to help patrons easily navigate services and facilities.

​Staff Training and Empowerment

  • Cultural Competency Training: Offer training sessions for staff on cultural competency, understanding homelessness, and effective communication strategies. This equips staff with the knowledge to communicate effectively and compassionately.
  • Conflict Resolution Workshops: Conduct workshops on de-escalation and conflict resolution to prepare staff for handling challenging situations.
  • Empowerment through Knowledge: Regularly update staff on available community resources and support services that can be shared with patrons in need.

​Community Outreach and Engagement

  • Partnerships with Local Organizations: Collaborate with local shelters, food banks, and social services to provide a holistic support system for patrons.
  • Outreach Programs: Develop outreach initiatives, like mobile library services, to reach individuals who may not be able to visit the library.

​Technology and Resource Accessibility

  • Computer Access: Ensure sufficient computer access and consider extending usage time for patrons who may need it for job searches or accessing services. Reflecting on my experience working at libraries with daily time limits and computer booking available, I've always advocated for a 'Be Reasonable' approach. For instance, if daily time limits or restrictions on booking computers for more than a specific block of time exist, I recommend making exceptions for essential needs like exams, job searches, and accessing crucial services. It's also important to consider those who travel far or can't regularly access the library. ‘Be Reasonable’ and offer flexibility in computer usage to accommodate unique situations. This approach not only ensures fair access but also demonstrates empathy and understanding of the diverse needs of our patrons.
  • Free Wi-Fi: Offer free Wi-Fi to help patrons stay connected. Free Wi-Fi is an invaluable service and especially vital for patrons experiencing homelessness. Offering continuous internet access, particularly outside library hours, presents both advantages and challenges. While it ensures essential connectivity for various activities like job searches or accessing online services, it can also lead to safety concerns due to unsupervised loitering around closed facilities. Therefore, it's crucial to strike a balance in Wi-Fi services to meet community needs while maintaining safety. A balance derived from the specific needs and circumstances of your community. 
  • Informational Resources: Curate a collection of resources and guides specifically geared towards the needs of patrons experiencing homelessness.
​By implementing these practical tools and strategies, libraries can transition from theoretical understanding to effective practice in serving individuals experiencing homelessness. These measures not only make libraries more inclusive but also reinforce their role as vital community hubs offering support, resources, and a welcoming space for all.
